    The modem/DSLAM is probably intentionally connecting you at a slower speed due to a poor or dropped connection. In other words, you're not getting a good enough "signal" for the 7mbit speed to be stable. I think the issue is that your downstream SNR is low. Is it possible that, while I was away, CenturyLink fixed something in response to my phone call to them?I doubt it.

    Since I've got a collection of 4 modems (Actiontec PK5000, ZyXel PK50001Z, TP-Link TD-W8961ND, Actiontec C1000A), and I've tried several additional modems, I don't see a reason to waste more money on another modem! Instead, I'm seeking input from someone who has found a way to tweak the C1000A modem settings to solve this problem!

    Although the C1000A has the most stable connection that I've seen, if the connection drops during prime time, when the firmware reconnects, the connection speed is considerably slower! I suspect that one, or more, of the protocol timers are too short and I hope that a manual configuration change will solve this problem and, maybe, let my modem run full-throttle 24/7! Ever since I upgraded to the 7Mbps connection, every modem that I've used connects at a slower speed during the daytime and, particularly, the early evening hours, when there is more Internet traffic in my area, than it does during the early morning hours. I posted a snapshot of the C1000A's DSL Status web page, that shows the fastest connection that I've seen, for your reference. My network is wired with Cat5e cable end-to-end and my C1000A has the latest firmware installed on it. I purchased this upgrade, but found that my DSL modem won't run this fast! So I've been living-with a variable-speed DSL connection ever since!

    In 2014, CL offered an upgrade to 7Mbps for $5/mo extra. I live in Colorado and have a CenturyLink 7Mbps T1.413 ADSL connection that CL can't upgrade to something more modern! I subscribed to CL DSL service in 2006 and, at that time, CL offered only a 5Mbps ADSL connection.
